This is clipped from a 1978 film used to inform workers, contractors, school systems, and general audiences of techniques for solving asbestos removal problems, some precautionary measures for workers, and the use of personal protective equipment. A booklet was also developed by Battelle Laboratories and New York City schools, in cooperation with the Labor Department’s Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA), and the National Cancer Institute-the funding agency for the project. The booklet “Asbestos Abatement/ Control Guidance Manual” was designed as a technical aid for specification writers, mechanics, inspectors, and designers who work on asbestos related projects. It covers such areas as guidelines for identification and location of materials that contain asbestos, asbestos abatement and control methods, work and inspection procedures, personal protective equipment, reporting procedures, and a number of do’s and don’ts to be followed while working on asbestos removal projects. During the 1980s, Congress passed several laws and EPA enacted regulations designed to govern the use of asbestos and better protect the public. In 1986, the Asbestos Hazard Emergency Response Act (AHERA) was signed into law as Title II of the Toxic Substance Control Act (TSCA). Additionally, the Asbestos School Hazard Abatement Reauthorization Act (ASHARA), passed in 1990, required accreditation of personnel working on asbestos activities in schools, and public and commercial buildings.
